The confidential data transmitted are used exclusively for statistical purposes and only accessible to staff working in statistical activities. In order to protect individual's information privacy and business interests of business units, only aggregated data are published (observation units are not recognizable either directly or indirectly). The SORS quality management system is relied on the Serbian official statistics mission and vision, as well as on the European Statistics Code of Practice – CoP and the Total Quality Management – TQM principles, which together make the common quality framework of the European Statistical System (ESS).

12.2. User satisfaction

On biennial basis (once in two years), by the means of web interview, implemented is the User Satisfaction Survey. The survey results are available at SORS website: Quality management system | Statistical Office of the Republic of Serbia.

13. Accuracy and reliabilityTop
13.1. Overall accuracy

The products for price monitoring are selected from each agricultural division, with the highest sale on market and their prices can represent the general price trends in the agriculture by division and according to products destination (MIGs). When creating the list, the selected products should represent the fluctuations of prices also for the products not included in the list.

13.2. Sampling error

Sampling error cannot be calculated because the methodology of price statistics based on the principle of representativeness. Primarily are selected enterprise by greatest realization of selected products.

13.3. Non-sampling error

Response rate is 70%.

Enterprises shall be obliged to explain any quality change.


14. Timeliness and punctualityTop
14.1. Timeliness

The reporting period for which the prices are delivered covers a period of three months (quarterly), with data being published for the previous month.

Price indices are published on the 15th of February, May, August and November in a notice bearing the CN 43 and are published on the website of the Republic Statistical Office Home | Statistical Office of the Republic of SerbiaPublished data are final and can not be changed.

Statistical release CN40 are published quarterly according to the calendar of publications.

15.1. Comparability - geographical

Agricultural producer price indexes of agricultural and fishery products are calculated on the whole country level and as such are representative and comparable with indicators from other countries.

A comparable time series is available from January 2014.

There is no other statistical output for comparison.

All data in agriculture are mutually coherent.

17.1. Data revision - policy
The SORS general revision policy constitutes the global frame ensuring that each statistical domain shall define its own revision policy in compliance with its specific nature. 
 
The general SORS revision policy determines:
 
- general rules of revisions of the published data,
- forms of informing users as regards the possible causes of revisions,
- categories of revisions, and
- documents covering all aspects of revisions.

18. Statistical processingTop
18.1. Source data

Part of the data is collected by sample survey (coverage of about 70%) through forms, from companies and other organizations engaged in the sale of animal feed, mineral fertilizers and plant protection products in the field of agriculture. In addition, data on other product groups, such as seeds, machinery and energy products in agriculture, are taken from other surveys within price statistics

The survey uses the reporting method of data collection. There are four C-52 forms for: nutrients, mixtures, mineral fertilizers and plant protection products. The reporting unit fills the questionnaire on the basis of the documentation and records at its disposal.

18.4. Data validation

The staff of the Price Statistics Division performs checking of prices on questionnaires and control of data entry by comparing calculated monthly indices between the current and the previous month and clarifies all significant changes with reporting units via the telephone and e-mail.

18.5. Data compilation

Weights represent the participation of individual products and groups of products in the total value of sales (product weightings and product groups), as well as the participation of reporting units in the total sold quantities of products (weights of reporting units). Product weights are used to calculate the price index of product groups, while using the weight of product groups calculates the total price index of reproduction material, labor and services in agriculture. Reporting unit weights are used to calculate the product price index, as well as average monthly prices.

Price indices are the relative numbers that show price changes in one period relative to the other for a given territory.

Price indices are calculated for individual products (individual indices), for groups (group indices) and for all products entering the index list (total index). Indices (individual, group and total) can be base (with fixed base) or chain (with variable


Imputation is done only when there is no price for the current month. Formulas for calculation are numerous and case-by-case.
