03.1. Data description

Statistics collects a large number of data via numerous related statistical surveys. Gathered are data on the number and types of institutions, visitors in cinemas, theatres, museums, archives, libraries, as well as data on exhibition galleries, production and import of films, radio and TV stations.

Data on culture are collected on full coverage – all cultural institutions are included.

03.4. Statistical concepts and definitions
 

As far as theatres, cinemas, museums, exhibition galleries, radio and TV stations are concerned reporting units fill in related questionnaires in electronic and paper form with data referring to the previous (reporting) year or to the season of the reference year.

The data on libraries are taken over electronically from NLS. 

The Archives of Serbia, as the central institution for the preservation of archival materials, collects data on the state and professional work of the Archives from the archival network, which competence is regulated by the Decision on Determining the Territory of the Archives. 

03.5. Statistical unit

Units of observation in culture-related statistical surveys are all institutions and other legal entities engaged in culture and art activities.

03.6. Statistical population

Cinema is a hall or an open space fitted with projection facilities and intended for the general public. Cinemas can be independent enterprises, institutions or other institutions for film projection. Cinemas can be within cultural and educational institutions, schools and other enterprises. By types, cinemas can be: fixed, mobile and open-air cinemas. Collected are data on the number and types of cinemas, number of screenings, cinema seats, number of visitors, etc.

Theatres by types may be professional, children’s and amateur theatres. Collected are data on the number and types of theatres, number and types of performances, language of performance, theatre seats and visitors, data on guest performances in the country and abroad, etc.

Мuseum is a cultural institution registered with a competent body which has a permanent collection of museum objects which objectives (research, conservation and exhibition) are of public importance.

Exhibition gallery is a cultural institution which is primarily intended for the exhibition of works of visual arts; space used for continuing the presentation of modern art and similar programme activities, conceived on the basis of the decisions of the art council, art director or curator.

Library activity includes the collection, processing, conservation and use of library materials as well as the provision of information and data referring to library materials. According to the nature of the collection of volumes, destination and social function, libraries may be: national, academic, special, general, scientific, people’s and school libraries. Collected are data on the number and type of libraries, processed materials and their use by edition language, loans and interlibrary exchange, etc.

Broadcasting is a general concept for radio and television as electronic media of mass communication realised through analog and digital text, sound, animated and inanimate pictures transmitted in the form of programs for the large public, which is transmitted by radio waves and cable distribution systems to corresponding receivers. Collected are data on the number of radio and TV stations, programmes by status, distribution and broadcasting hours, language of broadcasting and financing sources.

Archive is an institution for the protection of archival materials, which collects, preserves, organizes, processes, presents, lends archival materials and performs other activities regulated by the law. Archives deliver certificates on facts contained in archival materials based on which legal and physical persons exercise numerous rights.

06.1. Institutional Mandate - legal acts and other agreements

National legislation

 The Official Statistics Law („Official Gazette of the RS“, No. 104/09) specifies the legal framework for the production and dissemination of official statistics and also for the organization of the system of official statistics of the Republic of Serbia. Nevertheless, the Official Statistics Law, together with the five-year Statistical Programme over the period 2021 – 2025 and the annual implementation plans, provides the Statistical Office of the Republic of Serbia (SORS) with a clear and broad legal mandate to collect and access the data needed for the execution of the Statistical Programme and the Implementation Plan.

In addition, pursuant to Article 18, paragraph 2 of the Law on Official Statistics (“Official Gazette of the RS”, No 104/09) and Article 42, paragraph 1 of the Law on Government Administration (“Official Gazette of the RS” No 55/05, 71/05‐corrigendum, 101/07, 65/08, 16/11, 68/12 - decision of the Constitutional Court, 72/12, 7/14 - decision of the Constitutional Court, 44/14 and 30/18 - other law), the Government adopts every year a regulation that defines the plan for official statistics.

06.2. Institutional Mandate - data sharing

The Statistical Office of the Republic of Serbia has an agreement on cooperation with a large number of organizations and institutions, both nationally and internationally, with which it exchanges information, data and experiences.

There is also intensive cooperation between different organizational units within the Institute itself.


07. Confidentiality Top
07.1. Confidentiality - policy

Pursuant to Article 46 of the Law on Official Statistics (“Official Gazette of RS”, number 104/09), Articles 7 and 35 of the Law on Government Administration (“Official Gazette of RS ”, No 79/05,101/07, 95/10, 99/14, 47/18 and 30/18 - other law) and Articles 9, 15, 16  and 18 of the Law on Free Access to Information of Public Interest (“Official Gazette of RS”, No120/04, 54 /07, 104/09, 36/10 and 105/21), Director of the SORS hereby adopt Rulebook on statistical data protection in the statistical office of the Republic of Serbia. The Rulebook lays down the measures to be implemented so as to protect data and information in the SORS.

In addition, Regulation (EC) No 223/2009 on European statistics (recital 24 and Article 20(4)) of 11 March 2009 (OJ L 87, p. 164), stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society.

07.2. Confidentiality - data treatment

The protection of secret data and documents shall be done in accordance with the Law on Data Secrecy. Confidential data from Article 3 of the Rulebook are considered official secret and cannot be published or communicated, that is, they cannot be part of aggregated data from which individual data can be identified. Individual data can be given only to the owner of those data. Only the employees of the Office authorized by decision of the Director of the Office shall have access to confidential data from administrative sources.

Also, if SORS transmits data with a confidentiality flag or an embargo date, these data are not disseminated until the confidentiality flag is lifted in a subsequent data transmission or the embargo expired.

18.1. Source data

Sources of data for cinemas, theaters, museums and galleries are the statistical questionnaires of the Institute for the Study of Cultural Development. The source of data for libraries is the administrative source of the database of the National Library of Serbia. The source for the data for the radio and TV stations is the SORS.

Data are collected in annual period.

18.3. Data collection

For research on theaters, cinemas, museums, exhibition galleries and radio and TV stations, the reporting units fill in the appropriate forms in electronic or printed form of the current year (n), and the data refer to the reference year (n-1) or the observed season years.

The library data is downloaded electronically from the NBS.

Data on cultural institutions are controlled in order to ensure their accuracy and completeness. Control is done internally, by the SORS and by the Institute for the Study of Cultural Development and the National Library of Serbia.
