03.1. Data description

The purpose of this report is to get an overview of the quality of the Community Innovation Survey (CIS_2016) carried out in each Member State, EFTA, Candidate or Associated country. The quality report is therefore to be established for the each CIS wave.
This quality assessment will be based on different quality dimensions and indicators. The quality dimensions are based on the standard ones as defined in the Eurostat standard statistical quality framework. Also the indicators themselves are in line with the recommendations. All the information requested in this quality reporting refers to enterprises with 10 or more employees included in the Core NACE coverage as described in the Commission Regulation 995/2012 on innovation statistics (i.e. market activity enterprises in the NACE Rev. 2 sections B, C, D, E, H, J, K and in the NACE Rev. 2 divisions 46, 71, 72 and 73).

03.3. Coverage - sector

This survey relates to enterprises (small, medium and large) from the following Diverse Business Areas. The distinction is made between product innovators belonging to the sectors: A, B, C, D and service innovators belonging to the sectors: E, F, G, H, I, J, K, L, M and N.

03.4. Statistical concepts and definitions
The survey is conducted in the form of a survey, in a two-year periodical. The Innovation Survey was conducted on the basis of a representative, stratified sample. The sample was allocated in the territory of the Republic of Serbia (to the level of NSTJ2), in proportion to the number of business entities. The sample size is 3500 small, medium and large business entities.
 
One of the sample strata used to implement the Survey is the size of a business subject, where the basic criterion for determining its size is the number of employees:
 
small: from 10 to 49 employees,
Middle: from 50 to 249 employees and
large business entities: 250 and more employees;
** The exception is made by business entities belonging to IK technology - usually less than 10 employees.
 
The following stratum was determined on the basis of activity: a group of activities according to Eurostat's recommendations, and based on KD 2010.
 
      A set of mandatory activities: B: 05 - 09, C: 10 - 33, D: 35, E: 36 - 39, 46, H: 49 - 53, J: 58 - 63,
 
      K: 64 66, 71, 72 and 73.
 
      Additional non-core activities: 01 - 03, 41 - 43, 45, 47, 55 - 56, 68, 69, 70, 74, 75, 77, 78, 79, 80, 81
 
      and 82.
 
  Innovation is the implementation of a new or significantly improved product, service or process, marketing method or new organizational methods in business, organization of work or relations of an entity with the environment (OECD, Oslo Manual, III ed., 2005).
 
  A business entity may have several types of innovative activities in the observed period. A business entity is viewed as a unit, and the type of innovative activity is regarded as a phenomenon (multiplied number).
 
Innovation of products / services is the launching of goods or services with new or significantly improved features or possibilities of use. This includes significant improvements in technical characteristics, components and materials, embedded software, user orientation or other functional features (OECD, Oslo Manual, III ed., 2005). Innovation should be new to the observed business entity, and it does not necessarily have to be new to the market.
 
Innovation of the process is the implementation of a new or significantly improved mode of production or delivery. This includes significant changes in technology, equipment or software (OECD, Oslo Manual, III ed., 2005).
 
Innovation in the organization of a business entity is the application of new or significant changes in the structure or methods of management in order to improve the use of knowledge, product quality / service or increase the efficiency of business flows (OECD, Oslo Manual, III ed., 2005).
 
Innovation in marketing is the application of a new marketing method, which includes significant changes in product design, packaging, placement and promotion, as well as product charging (OECD, Oslo Manual, III ed., 2005).

03.5. Statistical unit

Business entity, independently or as part of a group of business entities.

03.6. Statistical population

The survey on the innovation of business entities is carried out on the basis of a representative sample. The sample was allocated in the territory of the Republic of Serbia to the level of the region, in proportion to the number of business entities. The sample is a set of small, medium and large business entities. Large business entities are covered as a whole. The sample selection framework is the active business entities obtained from the Statistical Business Register. The obtained results are weighted and calculated at the level of the population of business entities. The survey on business entities is carried out on a sample stratified by the size of a business entity (small: from 10 to 49 employees, medium: from 50 to 249 employees and large: over 250 employees) and by activities (group of activities according to KD 08=NACE Rev.2).

National legislation

 

The Official Statistics Law („Official Gazette of the RS“, No. 104/09) specifies the legal framework for the production and dissemination of official statistics and also for the organization of the system of official statistics of the Republic of Serbia. Nevertheless, the Official Statistics Law, together with the five-year Statistical Programme over the period 2016 – 2020 and the annual implementation plans, provides the Statistical Office of the Republic of Serbia (SORS) with a clear and broad legal mandate to collect and access the data needed for the execution of the Statistical Programme and the Implementation Plan.

In addition, pursuant to Article 18, paragraph 2 of the Law on Official Statistics (“Official Gazette of the RS”, No 104/09) and Article 42, paragraph 1 of the Law on Government Administration (“Official Gazette of the RS” No 55/05, 71/05‐corrigendum, 101/07, 65/08 and 16/11), the Government adopts every year a regulation that defines the plan for official statistics.

The Statistical Office of the Republic of Serbia has an agreement on cooperation with a large number of organizations and institutions, both nationally and internationally, with which it exchanges information, data and experiences.

There is also intensive cooperation between different organizational units within the Institute itself.

CIS data are transmitted to Eurostat via EDAMIS using the following consignment: CIS_CIS_32. This safe, secure procedure guarantees a method of tracking transmission. All necessary steps will be taken to ensure that the EDAMIS system is working at national level.

Pursuant to Article 46 of the Law on Official Statistics (“Official Gazette of RS”, number 104/09), Articles 7 and 35 of the Law on Government Administration (“Official Gazette of RS ”, No 79/05 and 101/07) and Articles 9, 15, 16  and 18 of the Law on Free Access to Information of Public Interest (“Official Gazette of RS”, No120/04, 54 /07 104/09 and 36/10 ), Director of the SORS hereby adopt Rulebook on statistical data protection in the statistical office of the Republic of Serbia. The Rulebook lays down the measures to be implemented so as to protect data and information in the SORS.

In addition, Regulation (EC) No 223/2009 on European statistics (recital 24 and Article 20(4)) of 11 March 2009 (OJ L 87, p. 164), stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society.

 

07.2. Confidentiality - data treatment

The protection of secret data and documents shall be done in accordance with the Law on Data Secrecy. Confidential data from Article 3 of the Rulebook are considered official secret and cannot be published or communicated, that is, they cannot be part of aggregated data from which individual data can be identified. Individual data can be given only to the owner of those data. Only the employees of the Office authorized by decision of the Director of the Office shall have access to confidential data from administrative sources.

Also, if SORS transmits data with a confidentiality flag or an embargo date, these data are not disseminated until the confidentiality flag is lifted in a subsequent data transmission or the embargo expired.

Quality is provided by strict implementation of definitions and conceptual frameworks of European Statistics, Fractional methodology and through validation of data. Major deviations and inconsistencies were not observed.

Data is collected from reliable sources applying standards with regard to the OECD methodology and ensuring a high degree of comparability across countries.

The main beneficiary is the Ministry of Education, Science and Technological Development, which is the main source of funds from the budget allocated to science. Also beneficiaries are international institutions and scientists/researchers.

The survey is carried out as mandatory, prescribed by the Annual Plan of Statistical Surveys adopted by the Government of RS.
 
The questionnaires are submitted in electronic form to the reporting units at the end of March of the current year (n) for the reference period (n, n-2).
 
The basic set of research and unit of observation of statistical research "Innovative activities of business entities" are economically active business entities selected through a sample from a statistical business register.
 
The research units of the survey are: business subjects classified according to the size (based on the number of employees), defined by groups of activities (KD 2010) and equal territorial representation. The active business entities base is comprised of business entities that submitted annual financial statements for the reference year to the Agency for Business Registers.

18.4. Data validation

Data are checked регуларѕ for accuracy and completeness. Transmitted figures are screened both internally, by SORS and externally, by Eurostat.  

18.5. Data compilation

Response rate was over 77%. Of the selected business entities, less than 1% were not found at the address; also, about 1% of business entities did not answer for some other reason, while 1% of selected business entities were in blockade or bankruptcy. About 20% of business subjects did not respond to the survey.

 It's harder to adjust for non-response.                        

Estimation is standard for stratified simple random sampling. Estimation is carried out with the following characteristics:Weights were adjusted for non-response.

  • Census strata according to Hidiroglou algorithm, in which no units in the net sample or one unit in the net sample and the planned sample size is more than one, are compressed with appropriate non-census strata of the same or neighboring class by number of employees.
  • Non-census strata are compressed with appropriate non-census strata of the same or neighboring class by number of employeeс

The preliminary frame was constructed using Statistical Business Register (SBR) state December 31st and Financial reports for the year 2018. A set of enterprises satisfying the following conditions was obtained:

  • Main activity according to SBR belongs to core and additional target population
  • Corresponding legal units have submitted financial report for year 2018
  • Inactive enterprises are excluded. Criteria is: according to SBR they have ending date of activity; registration status is bankruptcy, liquidation or inactive (but they don’t have ending date of activity)
  • Number of employees is grater or equal 10 according to SBR for NACE_2 activities that are not in the following divisions: 26,27,58,59,60,61,62,63,64,65,66,71,72,73

 

The final frame consists of enterprises with 250 or more employees and enterprises with turnover greater than or equal 1000 thousands RSD. The final frame consists of 19011 units.
