Quarterly surveys on catering trade provide data necessary for monitoring and analysis of economic trends, volume and structure of turnover in catering. In order to achieve these goals, the following data are collected by surveys: • turnover in the observed quarter by months; • turnover generated by catering activities by statistical territorial units (NSTJ 2); • the structure of turnover generated from catering activity by types of catering services; | |

03.4. Statistical concepts and definitions | |
Catering trade is an activity that consists of providing catering services, that is, accommodation, food and drink services, as well as other services that are usually provided in catering (transport of guests and luggage, tourist services, tobacco sales and memorabilia etc.) Catering business unit is a catering facility that in a business, construction and functional aspect constitutes a complete entity or which within the wider construction has separate space and necessary business functionality for performing catering activities. An enterprise (company) is a legal entity established by legal entities and / or physical persons for the purpose of performing a profitable activity. Entrepreneur (unincorporated enterprise) is a registered physical person that, in order to earn profits in the form of a profession performs all legally permissible activities. The turnover of a business entity is the accounting value (invoiced) of the income from catering and other (secondary) activities carried out by the business entity. Turnover from catering activities represents the book value of total turnover based on performed catering services (accommodation, food, beverage), as well as other services that are usually provided in catering trade (transport of guests and luggage, tourist services, sale of tobacco and memorabilia, etc.). Value Added Tax (VAT) is a general consumption tax that is calculated and paid for the delivery of goods and the provision of services, at all stages of the production and trade of goods and services, as well as on the import of goods, unless otherwise provided by law. | |

A reporting unit is every legal person and unincorporated enterprise. Statistical units of observation are business entities whose principal activity is classified in section I (divisions 55 and 56 of CA). | |
03.6. Statistical population | |
The basic set of legal entities and entrepreneurs (target population) includes all economically active business entities whose principal activity is in the Catering trade (divisions 55 and 56 of CA), activities "Accommodation" and “Food and beverage service activities" (divisions 55 and 56 of CA). Legal entities (enterprises) The frame for the selection of a sample of legal entities is based on the Statistical Business Register (SBR) of companies from the catering activity, which provided annual financial statements. The smallest enterprises are excluded from the sampling frame. All enterprises with annual turnover of more than RSD 1.5 million are covered. Excluded enterprises account for less than 0.5% of total turnover. The sample selection frame includes about 1,700 enterprises. Unincorporated enterprises The frame for selecting a sample of unincorporated enterprises is based on SBR. The smallest entrepreneurs are excluded from the sample. Excluded entrepreneurs account for less than 2% of total turnover. | |

Starting from 1999 the Statistical Office of the Republic of Serbia has not at disposal and may not provide available certain data relative to AP Kosovo and Metohija and therefore these data are not included in the coverage for the Republic of Serbia (total). | |

In accordance with the Eurostat Regulation for short-term indicators, from 2018, the indices are calculated in relation to the base year, 2015. Monthly turnover indices in the catering trade are published in relation to “the same month of the previous year”, “the previous month”, “the previous year's average” and “the same period of the previous year”. Also, annual indices are calculated and published. |

13.1. Overall accuracy | |
In survey referring to legal entities, the main sources of possible errors are of sampling and non-sampling nature. The survey is conducted on a random sample. The sample selection frame is formed on the basis of SBR data. The sampling plan is defined so that the estimates for the main domains of the assessment are of sufficient precision. Non-sampling errors involve the following: • Coverage errors that are due to certain unreliability of SBR and delays in registering changes in statistical units; • Errors resulting from the exclusion of the smallest units from the selection frame (cut-off); • Errors of measurement and non-response that are inevitable, but the instruments, organization of collection and data entry are such that these errors are reduced to the minimum. The overall assessment is that the type and plan of the survey, as well as the methods of data collection, provide a satisfactory overall accuracy. Annexes: Sampling and non-sampling errors | |

Legal entities (enterprises) Sample errors for legal entities (enterprises) is estimated for turnover realized from catering activity in the observed quarter by months and is represented by appropriate estimates of the variation coefficients for the domain of assessment. When calculating the estimates, the sample weight is corrected for non-response. For total turnover, estimates of coefficients of variations are in the interval of 2.7-4.8%. Unincorporated enterprises Sampling error for unincorporated enterprises is estimated for turnover realized by catering activity in the observed quarter by months and is represented by appropriate estimates of the variation coefficients for the domain of assessment. When calculating the estimates, the sample weight is corrected for non-response. For the total turnover, estimates of coefficients of variations are in the interval of 10.3-12.2%. | |
13.3. Non-sampling error | |
Non-sampling errors can arise in all stages of survey activities. Non-sampling errors can arise due to: coverage errors, non-response, processing, etc. Under-coverage error is not estimated, but it is supposed that it does not significantly influence the results. It appears, first of all, due to inadequately updated SBR that is used for constructing the sample selection frame. The over-coverage and non-response errors (or the rate of response) are computed using the information on units’ response that is classified in 8 categories: 1. submitted report, active; 2. active, but rejects to submit the report; 3. not found at the address (questionnaire not delivered); 4. changed address; 5. closed; 6. does not work temporarily; 7. out of the survey coverage (does not perform the referent activity); 8. other reasons (e.g. unknown reasons of non-response). Legal entities (enterprises) For legal entities, over- coverage of units that do not belong to the target group of the survey are those for which the unit's response code is one of the following: 5, 6 or 7. The average rate of the over- coverage was 10.76% in 2017. The most common reason for reporting this error is "Temporarily does not operate" and "Out of the scope of survey". Non-response units are the units for which data are not collected; non-responses are assigned to units for which response code was 2, 3, 4, or 8. The average non-response rate in 2017 was 17.7%. Unincorporated enterprises For unincorporated enterprises, over- coverage of units that do not belong to the target group of survey are those for which the response code of the unit is one of the following: 5, 6 or 7. The average rate of the over - coverage was 13.3% in 2017. The most common reason for reporting this error is "Closed, off" and "Temporarily does not operate". Non- response units are units for which data are not collected; non-responses are assigned to units for which response code was 2, 3, 4, or 8. The average non-response rate in 2017 was 20.6%. In order to reduce non- sampling errors of both surveys, resulting from a human factor, the following measures are taken: the data collected are entered using an application that enables a "controlled entry", urgencies are sent via email and letters, contacted are the reporting units by phone. In the data collection and input phase, incorrect data is not allowed, it is checked whether the questionnaires have been completely filled in. In the next phase, after entering, further logical control of the data is carried out, also via a computer program. In further steps of data processing, the expert analyses data to identify and correct any remaining errors. If necessary, the reporting unit is contacted in order to correct the data. The final validation of data is carried out by analysis of sums, horizontal logical dependencies, and vertical relationships. |

Legal entities For the statistical survey UG11, the sample selection frame is based on SBR data, as of December 31st of the previous year. Stratification of the sample frame is according to CA 55 and 56, NSTJ2 territorial classes (Beogradski region, Region Šumadije i Zapadne Srbije, Region Južne i Istočne Srbije, Region Vojvodine) and annual turnover. Under each group defined by the label of economic activity and territorial affiliation, enterprises are further stratified in two groups according to annual turnover - bigger and smaller ones. Units with higher turnover are census units. A random sample is selected from the stratum labelled as "smaller."
Unincorporated enterprises For the statistical survey UG11, the sample selection frame is based on SBR data, as of December 31st of the previous year. Stratification of the sample frame is according to activities, NSTJ2 territorial classes (Beogradski region, Region Šumadije i Zapadne Srbije, Region Južne i Istočne Srbije, Region Vojvodine) and annual turnover/ paid tax. Under each group defined by the label of economic activity and territorial affiliation, enterprises are further stratified in two groups according to annual turnover/ paid tax - bigger and smaller ones. Units with higher paid taxes are census units. A random sample is selected from the stratum labelled as "smaller." | |

Individual data (micro level) is controlled to ensure the quality of data. At the same time, by collecting, registering and encrypting, statisticians visually check the data to see any missing, incorrect or inconsistent questionnaires or answers, and, if necessary, contact the reporting unit. Afterwards, check is performed during the data entry and during processing. Data validation rules apply when each questionnaire is loaded into the database; Logical connections between values, detection of errors in calculation, and missing values are checked. Errors are corrected by contacting the reporting units and / or colleagues in the regional organizational units of SORS. Data check is performed in accordance with the defined criteria of logical and computer control within the IST application (statistical information system fully developed in SORS) and correction of errors is done. Turnover indices are calculated as free indices (relative value). Indices are calculated directly from the data (obtained estimates).
