The aim of the survey is to collect comparable data on people at risk of poverty or social exclusion, income distribution and monetary poverty, living conditions and material deprivation. Data are used to obtain structural social indicators at the level of the Republic of Serbia and are internationally comparable. | |

| 03.4. Statistical concepts and definitions | |
A household means any family or other community of persons who live together and jointly spend funds for meeting their basic life needs (food, housing, etc.), regardless of whether all members are permanently at the place where the household resides or some of them temporarily reside in some other place in the country or abroad on account of work, education or for some other reason. Household type classification is constructed by reference to the numbers of adult members, their age and gender, and the numbers of dependent children living with them. Type of household:
“Dependent children” relate to all persons under the age of 18, as well as persons aged from 18 to 24, living with at least one parent, and being economically inactive. Equivalised disposable income is the total household disposable income evenly distributed among the members of the household according to the modified OECD (Organisation for Economic Co-operation and Development) equivalence scale. In accordance with this scale, first adult member of the household receives the value of 1, other adults aged 14 and over 0.5, and children under the age of 14, 0.3. Household income does not include income in kind.
The at-risk-of-poverty threshold (relative poverty line) represents 60% of the median equivalised disposable income and it is presented in dinars.nted in dinars.
The at-risk-of-poverty rate represents the share of persons whose equivalised disposable income is below relative poverty line. It does not show the actual number of poor people, but rather how many of them have an income below the at-risk-of-poverty threshold. The at-risk-of-poverty or social exclusion rate (AROPE) shows the share of individuals who are at risk of poverty or are severely materially deprived or live in households with very low work intensity. The relative at-risk-of-poverty gap represents the difference between the at-risk-of-poverty threshold and the median equivalised disposable income of the persons who are below the at-risk-of-poverty threshold. The S80/S20 income quintile share ratio compares the total equivalised disposable income of the upper income quintile (20% of the population with the highest equivalised disposable income) with those from the lower income quintile (20% of the population with the lowest equivalised disposable income). The Gini coefficient represents the measure of inequality in the distribution of income. The value of this coefficient goes within the interval from 0 to 100, where 0 represents perfect equality, i.e. each person has equal income. As the value of the coefficient grows, so grows the income inequality. Persistent at-risk-of-poverty rate presents the percentage of persons who are at-risk-of-poverty in the current year and who have been in the same position for at least two of the three previous years. The dispersion around the at-risk-of-poverty threshold shows sensitivity of the at-risk-of-poverty rate to the selection of the poverty threshold – 40%, 50%, 70% of the median equivalised disposable income. The most frequent activity refers to the activity status which the person had for at least 7 months during the reference period. It is calculated for the persons aged 18 and over. The following classification of most frequent activity status is established:
The work intensity of the household refers to the number of months that all working age household members have been working during the income reference period as a proportion of the total number of months that could theoretically be worked within the household. The work intensity is defined as very low (0-0.20), low (0.20-0.45), medium (0.45-0.55), high (0.55-0.85) and very high (0.85-1). For example, low work intensity refers to households whose working-age members worked between 20% and 45% of the total number of months they could have possibly worked during a referent period. The material deprivation of a household is an indicator of the material conditions that influence the quality of life of the household. The material deprivation items are:
The material deprivation rate is an indicator of the inability of a household to financially afford at least 3 out of 9 items of material deprivation.
The severe material deprivation rate is an indicator of financial inability of a household to afford at least 4 out of 9 items of material deprivation.
Subjective poverty rate (ability to make ends meet) represents a subjective feeling of the households about the difficulties faced in its attempt to pay all of its necessary costs taking into consideration the total income of that household. Financial burden of the total housing cost refers to the subjective assessment of the household about the extent of the burden of the total housing costs. These expenditures include mortgage and rent payments, utility bills, and other expenditures related to housing.

Need to protect individual data is an extremely important issue. The results of the survey are published as aggregates, thus securing full confidentiality of information about households and individuals, according to the provisions of the Law on Official Statistics. Statistical micro-databases that are released for use for scientific research purposes contain reduced information about the respondents in order to prevent identification of the surveyed individuals or households.

The SILC survey regularly provides data for monitoring and comparing income, poverty, social exclusion and living condition statistics.
In accordance with the research methodology, two types of data are provided annually:
Survey data are used for the analysis and research studies in standard of living, poverty etc.
The users of data are: Statistical Office of the Repubilc of Serbia,The Government of the Republic of Serbia and government institutions, scientific and research institutions, international institutions, students, journalists, legal entities and individuals.

| 13.1. Overall accuracy | |
Like in any sample survey, the statistics generated from the SILC data may be liable to errors which are inherent in the survey method used. Usually, a sample of households is selected in a way that the probability of a household being selected is known. In this way, the results can be reliably projected from the sample to the household reference population with known levels of precision, i.e. standard errors and confidence intervals for survey estimates can be constructed. | |
| 13.2. Sampling error | |
In the case of the EU-SILC survey in the Republic of Serbia (RS) sampling errors for the indicators were calculated using the Bootstrap replication method.
Standard errors were calculated by using Bootstrap replication method, which represents type of repeated resampling method. The general characteristic of repeated resampling method and therefor also of Bootstrap is to draw (sub-) samples from the original sample and to calculate the population parameter of interest from each sample. The variance estimation is then based on the distribution of the several estimates.
The resampling methods have the major advantage of not requiring an explicit expression for the variance of each statistic. They are also more encompassing: by repeating the entire estimation procedure independently for each replication, the effect of various complexities, such as each step of a complex weighting procedure the impact of the sampling variability of the weights themselves can be incorporated into the variance estimates produced. Generally, this cannot be done with the linearization approach. The advantages of the replication methods are very relevant in the context of EU-SILC, because it has to deal with many statistics such as equivalized disposable income, Gini coefficient, poverty rates, etc., in their full complexity.

| 13.3. Non-sampling error | |
Non-sampling errors are basically of 4 types:
• Coverage errors
• Measurement errors
• Processing errors
• Non-response errors
Coverage errors include over-coverage, under-coverage and misclassification:
• Over-coverage: relates either to wrongly classified units that are in fact out of scope, or to units that do not exist in practice
• Under-coverage: refers to units not included in the sampling frame
Immigrants who came in Serbia before the survey;
Persons who moved from a household to create a new household;
Diplomats exempt from an inscription in the sample frame;
Refugees on a waiting list.
• Misclassification: refers to incorrect classification of units that belong to the target population
Household who moved from a region in Serbia to another region of Serbia.
Measurement errors occur at the time of data collection. There are a number of sources for these errors such as the survey instrument, the information system, the interviewer and the mode of collection.
Processing errors occur in post-data-collection processes such as data entry, keying and editing. There were many logical controls incorporated in the CAPI application including routings, ranges and inconsistences.
Non-response errors are errors due to an unsuccessful attempt to obtain the desired information from an eligible unit. Two main types of non-response errors are considered:
• Unit non-response, refers to absence of information of the whole units (households and/or persons) selected into the sample. The impact of unit non-response is reduced by attaching appropriate weights to the responding cases.
• Item non-response, refers to the situation where a sample unit has been successfully enumerated, but not all required information has been obtained.

Data comparability over time is ensured by using EU-SILC common framework, defined by harmonized lists of target primary and secondary variables, common concepts, a recommended design, classifications and common requirements (for imputation, weighting, sampling errors calculation).

| 15.3. Coherence - cross domain | |
The most important source against which data obtained through the Income and Living Conditions Survey can be compared is the Household Budget Survey (HBS). Considering that these are totally different instruments, with different methodologies, sources and even sometimes definitions, overall coherence is quite acceptable. SILC is an annual survey conducted by the SORS to obtain information on income and poverty indicators for the population, different types of households, etc. The HBS also provides information on income, in relation to their household consumption expenditures. Income data in the Income and Living Conditions Survey are recorded for the previous calendar year, while in the Household Budget Survey, this information refers to the month preceding the interview. As a result of different reference periods and definitions that are not fully harmonized, income data from these two sources are not directly comparable. | |
