03.1. Data description

The main objective of the survey Annual report on fish catches in rivers, lakes and canals is providing data and monitoring trends of main indicators referring to number of employees by users of fishing areas,  vessels and equipment of users of fishing areas, number of commercial fishermen and their vessels and equipment, number of issued permits for recreational fishing, as well as the quantity of caught fish (by types) and restocking. Based on restocking data estimation of data on delivered eggs and juveniles for release to the wild (AQ4) is done.

03.2. Classification system

The following classifications are used in data production:

Classification of Activities - KD (2010) ("Official Gazette of the RS", No104/09) based on classification NACE Rev.2 (Statistical Classification of Economic Activities in the European Community, Rev. 2);

Species (SPECIES) - name, scientific name and 3-alfa code, by groups according  to ISSCAAP classification (International Standard Statistical Classification  for Aquatic Animals and Plants);

Covered is commercial and recreational catches in rivers, lakes and canals.

03.4. Statistical concepts and definitions

Fishing water is inland (natural and artificial) flowing and stagnant water in which fish live and on which fishing took place.

Fishing area is a natural or artificial fishing water or its part, which is a hydrological, biological and economic  integrity for protection and sustainable use of a fishery fund.

User of fishing area is a  enterprise, a public enterprise or other legal entity, to whom the fishing water is allocated for use.

Commercial fishing is fishing that has been performed using allowed hooks, nets and self-hunting tool for the purpose of realization fish on the market.

Recreational fishing is an uncommercial activity which means hunting a full mature fish with a hooks and auxiliary tools in order to satisfy the humans need for recreation.

Restocking is a planed release of fish and fertilized eggs in the fishing  water according to the program of  fishing area management.

Аll users of fishing areas (35) are covered by the survey.

Reference area is the Republic of Serbia.

Notes: Since 1999 Statistical Office of the Republic Of Serbia does not answer for  the specific data for AP Kosovo and Metohija and these data  are not included in the coverage for the Republic of Serbia (total)

The quantity of caught fish is published in tone.

Delivered eggs and juveniles for release to the wild are transmitted to Eurostat in millions.

Statistical Office of the Republic of Serbia is responsable institution for providing relevant data. Data are provided on the basis of the Regulation on defining the plan of official statistics for the referent year in accordance with the Law on Official Statistics ("Official Gazette of RS", number 104/09) and Law on Protection and Sustainable Use of the Fisheries Fund ( "Off. Gazette of RS" No. 128/14).

Relevant data represent the official statistics and are used to meet all national and international needs (Eurostat, FAO).

Individual data are the official statistical data and as such are confidential and subject to special protection, which is provided in all phases of  research. Confidentiality of individual data is guaranteed by the Law on oficial statistics. Any abuse of official statistics for misdemeanor charges, in accordance with the Law.

Further, special data processing for specific users requirements is possible.  Method of utilization and disemination of  data produced by SORS is governed by the Rulebook on the use and disamination of data produced by the Statistical Office of the Republic of Serbia, which was adopted by the SORS Director, in accordance with the Law on Official Statistics and the Law on State Administration ("Official Gazette" no. 79/05).

11.1. Quality assurance

General framework for quality assurance is defined by the Declaration on the quality or the Quality Policy, which can be accessed via the following link: http://www.stat.gov.rs/media/2334/quality-policy.pdf

Control of the data quality is carried out in all phases of survey conducting. In the preparatory phase the list of users of fishing areas is update with the evidention of Ministry of environmental protection. During the survey conducting a coverage control, control of completeness and accuracy of filled questionnaires are carried out. Further, data are controled during data entry in IST program according to the defined criteria of logical and computy control.

Quality of data can be estimated as satisfactory.


12. Relevance Top
12.1. User needs

Users of these data are the Ministry of Agriculture, Forestry and Water Management, Ministry of environmental protection, Agency for environmental protection, Institute of biology, other institutions and institutes, journalists, students and other individuals.

In order to define appropriate content of the questionnaire for this survey representatives of the relevant ministries and other experts in this field were consulted to get data that would satisfy national and international needs.

 

12.2. User satisfaction

General Survey on user satisfaction is conducted every two years and results are available on the web site of SORS.  There is no specific survey on user satisfaction related to fishery (fish catch) statistics.

 

12.3. Completeness

As the Republic of Serbia has neither access to the sea nor fishing vessels flying its flag in the seas, and the waters of the Republic of Serbia are not a natural habitat for European eel and salmon, EU regulations relating fish catch are not relevant for the Republic of Serbia.

13.1. Overall accuracy

Data are obtained by full coverage of the reporting units. Accuracy can be assessed as medium.

13.2. Sampling error

Not applicable.

13.3. Non-sampling error

Reported  units on the unique list are all users of the fishing areas on the teritory of the Republic of Serbia, according to the low. Measure taken forminimising the unit non-response is follow-up interwiewing.  Brief explanation for the  filling questionnaire is given below each table in the questionnaire. In order to avoid item - non response, contact person from the SORS is assigned to contact the reporting units and provide additional explanation regarding filling in the questionnaires. In the event that, despite all the action taken, questionnaire is incorrectly filled out, this person is  obliged to make correction along with reporting unit.  There is no record on the number of these errors ie record on the number of implemented correction.

For the national purposes data are published four months after the reference period.

14.2. Punctuality

Conducting, processing and publishing data are done in a timely manner, according with defined deadlines.

15.1. Comparability - geographical

The data are comparable at the territorial level.

 

15.2. Comparability - over time

Comparable and complete time series is available  from 2006.

15.3. Coherence - cross domain

There are no other relevant statistical data, except data on the total number of employees in the fisheries and aquaculture activity  that are the result of survey based on combining the data of the Central Registry of Compulsory Social Insurance of the Republic of Serbia and the Statistical Business Register.

Statistical data within the data set are consistent.

16. Cost and Burden

Funds for the production of relevant statistical data are provided from the budget of the Republic of Serbia. As this is in annual periodicity and there are small number of reporting units, the production costs of these data are insignificant. Estimated burden of reporting unit is 100 minutes per year (burden in total in the last reference year was 3500 minutes ie. 58h). There is no significant burden reduction in the last 12 months.

18. Statistical processingTop
18.1. Source data

Data are based on evidention and estimation of users of fishing ares and obtained by comprehensive regular statistical survey Annual report on fish catches in rivers, lakes and canals.

18.2. Frequency of data collection

Data are collected on annual basis, in the period 10 February - 1 March of the current for the previous year.

18.3. Data collection

Conducting of the survey Annual report on fish catches in rivers, lakes and canals is centralised.  Data are collected by reporting method, or via e-mail.

The process of data collection is envisaged to start on 10th February, when the questionnaire and the notice on the survey implementation and the deadlines are forwarded by email to the reporting units. The deadline for submitting the filled questionnaires by the reporting units is 1st March. In order to carry out additional interviews this deadline is extended until 1st April. The processing and compilation of data for the national needs shall last until the end of April. The deadline for publishing the results is 3rd May of the current year for the previous year.

Automatic and manual validation  of the dataset completness are implemented. Data validation is mostly performed on the basis of the previous year results.

18.5. Data compilation

Controlled data entry and data processing are done in program IST (developed by SORS). Non response of reporting units is 0%. Non response  on certain questions for key variables are solved by imputation data from the last year report of the same response unit  or from reports of other units from the current year, if it is relevant and possible. There are no items with a significant (high) non-response rate.
