Gross disbursements of total official development assistance and other official flows from all donors to the agriculture sector is “those flows to countries and territories on the List of recipients and to multilateral institutions which are:

1) provided by official agencies, including state and local governments, or by their executive agencies; and

2) each transaction is administered with the promotion of the economic development and welfare of developing countries as its main objective.

Other official flows (excluding officially supported export credits) are defined as transactions by the official sector which do not meet the conditions for eligibility as official development assistance, either because they are not primarily aimed at development, or because they are not sufficiently concessional.

"The methodology for the indicator on total official flows in the agricultural sector involves the collection and reporting of data on official development assistance (ODA) and other official flows (OOF) provided by donors to developing countries for agriculture. The data are collected by national statistical reporters from ministries of foreign affairs or finance and reported annually to the Organisation for Economic Co-operation and Development (OECD).

The rationale behind this indicator is to quantify public contributions, excluding export credits, to support agricultural development in developing countries. The calculation is the sum of ODA and OOF flows for the agricultural sector. Missing data at the country level are not estimated due to the high quality of reporting, while imputation is not required at the regional and global levels".
