The indicator refers to the level of fulfillment of the system for monitoring and allocating public expenditures for gender equality and women's empowerment and seeks to measure the government's efforts to monitor budget allocations for gender equality during the public finance management cycle and to make them available to the public (Gender equality and women's empowerment - GEWE). This is an indicator of the characteristics of the fiscal system.

 

The indicator measures three criteria. The first focuses on the government's intention to have programs/policies and resource allocations for GEWE, the second assesses whether the government has planning and budgeting tools to monitor resources for GEWE throughout the PFM cycle, and the third focuses on transparency by determining whether the government has provisions for public availability of GEWE allocations.

Methodological explanations

Indicator 5.c.1 seeks to measure government efforts to track budget allocations for gender equality throughout the public finance management cycle and to make these publicly available. This is an indicator of the characteristics of the fiscal system.

Method of calculation

Data is collected via a questionnaire comprising 13 binary (Yes/No) questions to assess whether a country has a system in place to track and make public allocations for gender equality and women’s empowerment.
