Definition

The share of energy from renewable sources is the gross final consumption of energy from renewable sources divided by the gross final consumption of energy from all energy sources, expressed as a percentage, in accordance with the article 7(5) Directive (EU) 2018/2001.

Methodological explanations

The reporting of energy data to Eurostat shall be carried out as specified in Annex B of Regulation (EC) No 1099/2008 on energy statistics. The appropriate format for data transmission shall be the latest version of the annual energy questionnaires.

 

Gross final consumption of energy from renewable sources shall be calculated as the sum of:  gross final consumption of electricity from renewable sources; gross final consumption of energy from renewable sources in the heating and cooling sector; and final consumption of energy from renewable sources in the transport sector, in accordance with the article 7(1) Directive (EU) 2018/2001.

 

Gross final consumption of energy’ means the energy commodities delivered for energy purposes to industry, transport, households, services including public services, agriculture, forestry and fisheries, the consumption of electricity and heat by the energy branch for electricity, heat and transport fuel production, and losses of electricity and heat in distribution and transmission in accordance with the article 2(4) Directive (EU) 2018/2001.

 

Gross final consumption of electricity from renewable sources shall be calculated as the quantity of electricity produced from renewable sources, including the production of electricity from renewables self-consumers and renewable energy communities and excluding the production of electricity in pumped storage units from water that has previously been pumped uphill, in accordance with the article 7(2) Directive (EU) 2018/2001.

 

Gross final consumption of energy from renewable sources in the heating and cooling sector shall be calculated as the quantity of district heating and cooling produced from renewable sources, plus the consumption of other energy from renewable sources in industry, households, services, agriculture, forestry and fisheries, for heating, cooling and processing purposes, in accordance with the article 7(3) Directive (EU) 2018/2001.

 

Final consumption of energy from renewable sources in the transport sector shall be calculated as the sum of all biofuels, biomass fuels and renewable liquid and gaseous transport fuels of non-biological origin consumed in the transport sector, in accordance with the article 7(4) Directive (EU) 2018/2001.

Method of calculation

All calculations are made using the SHARES tool, downloaded from the European Commission website https://ec.europa.eu/eurostat/web/energy/database/additional-data#Short%20assessment%20of%20renewable%20energy%20sources%20(SHARES)
and is used to calculate the share of renewable energy in EU countries and EMU member states, in order to monitor the achievement of RES targets.

 

SHARES is a tool of the European Statistical Office – EUROSTAT that is adapted to calculate the share of energy from renewable sources. Data up to and including 2020 were calculated based on Directive 2009/28/EC, while data for 2021 and later are in accordance with Directive 2018/2001/EC.

 

The main advantage of this tool is that an identical methodology is applied for each EU or EaP member state to calculate individual values. Its application prevents irregularities that could arise from using different methods and parameters when calculating the RES share.
