Definition

The indicator is defined as the installed capacity of power plants that generate electricity from renewable energy sources divided by the total population of a country.

Capacity is defined as the net maximum electrical capacity installed at the year-end and renewable energy sources are as defined in the IRENA Statute.

Methodological explanations

The installed capacity of renewable electricity generation plants, relative to the total population of a country, is a major part of the energy supply chain that can be easily measured.

 

Calculating renewable electricity generation capacity per population is proposed in order to scale capacity data and to take into account the large variations in needs between different countries. The scale of the data is based on population, not GDP, as it is the most basic indicator of demand for modern and sustainable energy services in a country.

 

Capacity is defined as the net maximum installed electricity capacity at the end of the year, and renewable energy sources are defined by the methodology of the EU Energy Statistics Regulation 1099/2008 and its Amendments, as well as the IRES (International Recomendations for Energy Statistics) recommendations.

Method of calculation

The calculation is performed by dividing the renewable electricity generation capacity at the end of the year by the estimated total population of the country, as observed at mid-year (July 1).


Annual Energy Statistics (Annex B of the Regulatin 1099/2008) and Five Joint Annual Questionnaire.

 

Capacity data: 

Capacity data is defined as the net maximum electrical capacity of renewable energy sources installed at the year-end. Electricity capacity classifications follow the International Recommendations for Energy Statistics or IRES. The capacity at the end of the year presents the capacity that was active at the end of the previous year + new-installed capacities in the observed year - withdrawn capacities in the observed year. These data are delivered to Eurostat, International Energy Agency (IEA) аnd UN through the Five joint Annual questionnaires of Electricity and Heat, Coal, Natural Gas, Oil and petroleum derivates, Renewables.

Population data:
Population estimations are based on the results of the Census of Population and the results of statistical processing of the natural and mechanical movements of the population. Population estimate is the average estimated number of inhabitants in the year of observation. 
P(average, year t) = (Pp (January 1st year t) + Pk (December 31st year t)) / 2 ; t being the year of observation.
