Data on expenditures of budget users as a share in the budget of the Republic of Serbia can be seen in the Budget Execution Information System (ISIB). ISIB covers the processes and procedures implemented by electronic communication with the Treasury Department within the Ministry of Finance, and is part of the public finance management system. The system includes: Direct beneficiaries of public funds, Indirect beneficiaries of the Ministry of Culture and Information, Directorate for Execution of Criminal Sanctions, Judicial Authorities and Social Welfare Institutions.

Methodological explanations

The regulations governing the execution of the budget are the Law on the Budget System and the Law on the Budget of the Republic of Serbia.

 

The calculation of indicators includes the total expenditures that are included in the calculation of results, ie surpluses and deficits.
Higher percentage, or closer to 100, the indicates showes the better execution of budget expenditures in the sector, and that the sector is better able to spend the appropriations. However, this indicator cannot provide information on whether these funds have been used up qualitatively and whether the projected results have been achieved, but each sector is expected to have a good and efficient budget execution.

 

The sector classification that shows the percentage of budget execution can be seen in the Program Budget Preparation Guidelines published on the Ministry of Finance website.

Method of calculation

The percentage of primary government expenditures in the originally approved budget is obtained by dividing the current budget at the end of the year by the expenditures made by budget users and multiplying by 100. That is, the ratio of total planned expenditures with all changes made during the year and actual execution at the end of the year.
