Definition

‘Policy coherence of sustainable development’ has been interpreted as the coherence between policies in general that cover the dimensions of sustainable development.

Methodological explanations

This indicator is a composite indicator that covers mechanisms related to:

1. Institutionalization of political commitment;
2. Long-term considerations in decision-making;
3. Interdepartmental and intersectoral coordination;
4. Participatory processes;
5. Linkage of the three dimensions of sustainable development, policy impact assessment, and their interconnection;
6. Alignment between levels of government;
7. Monitoring and reporting on policy alignment;
8. Financial resources for policy coherence.

Each of the 8 domains is scored on a scale from 0 to 10, where 0 means that none of the required mechanisms have been implemented, and 10 means that all required mechanisms have been established. Then, for each country, the percentage of points out of a total of 80 points is calculated.

Method of calculation

National data are collected through the UNEP questionnaire on the mechanism in place to improve the coherence of sustainable development policies.
